Governance

It is important for potential Funders to understand who owns the land and building, how they are managed, and how authority for providing a new building has been devolved to the Alverstoke Parish Centre Regeneration Project Team.

There are relationships between:

  • The Diocese of Portsmouth, who are the legal owners of the land, and the Parochial Church Council (PCC) who are the trustees of the land, the legal owners of the building and who employ the Parish Administration staff.
  • The PCC and the Parish Centre Management Committee (PCMC), who manage the building; and finally
  • The PCC and the Alverstoke Parish Centre Regeneration Project who have been tasked to design and build a replacement for the current Parish Centre.

There are a number of documents which explain the relationship between and among these groups:

  1. The Saint Mary, Alverstoke, Burial Act of 1965 was passed by Parliament to allow (amongst other things) the removal of human remains, and to use the burial ground for building or other purposes.
  2. Information taken from the Land Registry title number HP 726108, showing that the Registered owner of the land is the Portsmouth Diocesan Board of Finance (DBF), is given in the attached extract.
  3. A letter from the DBF confirms their awareness of, and full support for, this project
  4. The statement of ownership clarifies the powers of the PCC and the limitations of the power of the DBF.
  5. The Group Structure which shows the relationship between each group, and gives the names of those who are trustees of the PCC, and who are also members of the PCMC who manage the current centre, and of the Alverstoke Parish Centre Regeneration Project (APCRP) team.

Applications for funding will be prepared by members of the APCRP Team, but made in the name of the PCC. There is continuity of information sharing between the Project Team and the PCC, in the form of regular reports, and decision points in the Project are referred to the PCC for approval before progressing to the next stage of work.
